Fostering Disaster Resilient Communities in Isolated Mountain Environments of Tajikistan - Phase IX
Gorno Badakshan Autonomous Oblast (GBAO) remains one the most at-risk locations in Tajikistan, where natural hazards continue to devastate the local population. The lack of Disaster Risk Reduction initiatives leaves the local communities vulnerable to the impacts of natural hazards such as avalanches, floods and earthquakes. This hinders the development, livelihoods and stability of the people of GBAO.
The aim of the project is to increase vulnerable local communities’ resilience to natural hazards and to strengthen the capacities of the mandated national, regional and local institutions dealing with disaster risk management in both Tajikistan and Kyrgyzstan.
Community-based hazard risk assessments will be carried out to understand the needs of the most critical communities in GBAO, along with the identification of extra vulnerable people. Based on the findings of the assessments, there will be trainings and workshops for community driven groups, focusing on safe and resilient construction, disaster risk management, and Community-based Disaster Awareness and Preparedness.
An analysis of the national DRR policy and Sendai Framework will be carried out. Based on the analysis, recommendations for adaptation and promotion of inclusive Disaster Risk Reduction and Management will be formulated, and appropriate training on the application of such frameworks into national DRR policies will done.
The project also includes several activities focused on emergency response and disaster preparedness, such as: establishing, training and equipping new Avalanche Preparedness Teams (AVPTs); capacity building of strategic partners in Emergency Operation Centres and Incident Command Systems; and conducting advanced level training for Search and Rescue Teams.
